It's only a MUD in the sense that it's multi-user. More, it's a strategy game not unlike, for instance, the Smugglers series, or Final Conflict. Except you play via telnet, against other players and whatever NPC's enter the mix. Basicly, try to make a buck without getting blown out of the sky.
