You had to make the config.sys pull up the boot menu. The birth of the boot loaders we have now for multi ops.

Yes. In Windows 95 you could restart Windows 95 in MS Dos mode which would reboot into MS Dos 7.0. However, that feature was removed from Windows 98. At least the pif files that caused the system to reboot into Dos mode at any rate. I do remember at the time if you had a system running 95 around you could copy a couple of files to your 98 system and force it to reboot into Dos mode. Though, I can't remember how to do it these days. Too long ago.
