I can say from personal experience that this is very unusual for GMA. I have keys for more than one computer, and everytime I have requested a replacement key I have gotten one with in three days of the request. The only exception to this rule was when David Greenwood was out of town, and of course it took longer that time, but most of the time I got prompt and reliable service.
