I really don't understand why you have no interrupt. pressing the escape key should interrupt your SAPI. if it doesn't, try typing the word tts_interrupt (that's with an underline symbol. If this works it might be that hal intercepts the escape key and I'll have to change it to something else. Let me know what happens.
