There are a number of text adventure game toolkits and languages and there is no one size fits all solution. Here is a list of the more common ones with websites for you to look at.

This is primarily an adventure and development toolkit for Windows games. The Adrift Generator uses a dialog based wizard for developing text adventures. It is a great starting place for beginners because there is little to no programming involved.

of programming tools for creating high-quality interactive fiction.
Besides the popular interactive fiction and text adventure systems mentioned above you can just as easily use an off the shelf language like Python
