New issue 459 by [email protected]: devel/build_chroot fails mid-way if
called from the wrong directory

if build_chroot is called from anywhere but inside devel/ it fails in a
very subtle way. It should check before the existance of the data dir, and
complain loudly. Also it should support better being run from any
directory: perhaps the data/ dir should be removed altogether and the .in
file content can exist inside the source itself?
