That's very easy: just run gnt-cluster init and you have a one node cluster. Then you can (a) add plain or file (or indeed rbd) instances and even use those as extra nodes or (b) try it in vcluster mode to run many fake nodes on a single vm. (See the relevant design doc and documentation, this is a relatively new feature so it might need more docs, polishing, bug fixing, etc)
