No. The metric and the import functions from the backends are unconditional.

The only thing that evac-mode controls is the set of instances that
are considered for moves (without evac-mode all instances are used,
with evac-mode only instances that are on an offline (in the sense
of htools, i.e., offline or drained) node).

This is the current state of affairs; whether this is the best possible
thing to do is a different question. But for the Milestone-Release-2.8 we
should restrict ourselves to documenting the state of affairs.
