Thanks for the bug report.
We should definitely have "replace-disks" write that it cannot work on a
running instance (as you found reported on your email message:
https://groups.google.com/d/msg/ganeti/6USYJa4OJCU/HyVh36BKL5MJ) instead of
just failing.
I'm not sure whether having a better error message will make it into 2.9 or
will be implemented in 2.10.
