You can definitely make a patch for 2.10 listing it as partially implemented. And about the design-2.11 document, given that it's not there yet, you can just create it yourself adding, for now, just your design. It has to be completed as part of the release process, but if we manage to prepare it over time as features are implemented it's much better. Thanks, Michele
