At the moment, it is not possible to perform multiple queries atomically on
the same cluster configuration state. This creates races conditions, for
example, in the watcher, which needs to check the instance status and the
lock status simultaneously.
Unfortunately, this issue can only be fixed once the locks have been fully
migrated to Haskell and the cluster configuration is functionally updated.
