candidate certificates to use ConfigWriter

Currently they modify 'cluster' directly, which doesn't work well with the
WConfD. It's necessary to add set/get functions for working
with 'candidate_certs' to 'ConfigWriter' and let ...CandidateCerts
functions use them.
