Reimplement VerifyConfig from config.py in Haskell and also its
corresponding unit tests.
At first, when config.py still can modify anything in the configuration, we
should check the configuration in WConfd every time it is modified. Later,
when all configuration modifications are done in WConfd, and when we test
they all produce valid configuration, we can check it more sparingly.
