Okay, a bit more detail:
- node1 is marked as drained (and therefore isn't a master candidate) and
all primaries have been migrated off
- its not really being powered off but rather rebooted (which, for a short
time, has the same effect as powering it off)
- given that node1 still has secondaries on it, i'd like to avoid having to
mark it as offline
