New issue 941 by [email protected]: htools should support N+1 for plain disk instances

A plain disk instance can have it's disk recreated on a new node in the event of a node failure, but htools doesn't consider these memory and disk constraints when calculating N+1 status for nodes/cluster.

For a mixed plain/drbd cluster, you may think you have enough memory to failover/recreate all instances in the event of a node failure, only to find out that plain disk instances cannot be recreated on new nodes.

Please have htools support plain disk mem/disk/vcpu resources in N+1 calculations and associated provisioning/balancing logic.
