After discussion with pudlak@ we decided to go for the following
changes
- jobs not within the execution on an LU die if their job
file disappears
- we add an RPC to WConfD that does the following
- changes the configuration so that there is no master
- takes over the jobs BGL
For safety reasons, this RPC will only be allowed on
one-node clusters
- LUClusterDestroy calls this command as last step
