What steps will reproduce the problem?
1. Create an instance by adopting a blockdev disk.
2. Have an ipolicy limiting the minimum disk size of an instance to a size
0.
2. Iallocator receives instance request with the blockdev type, and disk
size 0.
3. Iallocator fails to find a solution.
As blockdev disks have a size of 0 due to being adopted, they violate the
ipolicy. This is a silly contradiction, and should probably be resolved on
the hail side to allow the usage of hail with blockdev.
