What steps will reproduce the problem?
1. Create a cluster with an instance communication network
2. Add another node
3. Create an instance whose primary node is the non-master node
What is the expected output? What do you see instead?
Instance metadata should be made available to the instance.
Instead an error "Could not update metadata for instance ..." occurs.
Most likely this is caused by a recent refactoring of MetaD, apparently
there is a check that our generic RPC client is only connecting to the
master node, while MetaD possibly runs on all nodes.
