What steps will reproduce the problem?
1. Run Xen 4.4 or above with the xl stack, not needing xend-config.sxp.
2. Ganeti complains about the file not being present.
Ganeti should carry on distributing the file mentioned above, but not
require its presence, much as it does now with xl.conf.
