[PATCH stable-2.15 0/2] Fix global N+1 redundancy

There are currently two bugs in the implementation
of the definition of global N+1 redundancy.
- The not under consideration for evacuation may not
  be a candidate to evacuate to
- Evacuation should be restricted to be within a group
