What steps will reproduce the problem?
1. Node with instances using drbd disks goes away.
2. Node is powered off.
3. Node is marked offline.
4. Instances on node are failed over.
5. Node is powered on.
6. Node is marked online.
7. Instances now have drbd disks in split-brain mode.

This could be fixed by replacing secondaries while the node is offline, but this would leave orphan LVs on the node which need to be cleaned up, and causes unnecessary effort and data shovelling.

Ideally, activate-disks would heal this situation by fixing up the primary/secondary status of the drbd devices.
