Hi! Sorry for the exceedingly late answer; we are triaging these old bugs
slowly.
The problem here is that your suggestion is a legitimate use case, but the
behavior is already relied upon by another legitimate use case -
cross-cluster instance moves. When moving an instance across clusters, it
is actually desirable to inherit all the local networking settings of the
destination cluster, and explicitly state the differences.
Since people (we) actually rely on this behavior, one solution would be to
add a flag to specify the source of settings the instance is inheriting
values from, or just add the instance settings into the inheritance chain.
We do not have time to work on this, so I'm setting this to PatchesWelcome.
Starring issues like this is a good idea! :)
