I cannot reproduce the reported issue. Both, pre and post, set of hooks are
run on all 3 specified nodes: the master node, the source node, the target
node. The environment contains the correct values for GANETI_OLD_PRIMARY and
GANETI_NEW_PRIMARY. Note that it is working as intended that the values
GANETI_OLD_SECONDARY and GANETI_NEW_SECONDARY are empty for instances that
do not have secondary nodes; the information about old and new primaries is
everything the hook needs to know about the involved instances.
