What steps will reproduce the problem?
While the command line interface allows to run 'gnt-instance
deactivate-disks -f $instance', for RAPI both the client/server side does
not support passing this argument.

What is the expected output? What do you see instead?
I'd expect to have equivalent functionality no matter if invoked locally or
remotely.
