When performing upgrades, it would be useful to output extra information to
a log file regardless of the presence of the verbose or debug options.
Restarting a failed upgrade just to get more information does not seem like
the best approach, and neither does running every upgrade with extra
verbosity flags just in case. Ganeti should ideally dump all the info into
an upgrade.log logfile for later examination.
