The changes in SSH keys introduced in 2.13 can scale pretty badly in big
clusters (80+) nodes, where operations like renew-crypto can take over an
hour to complete.
While a proper fix to this situation is yet to be found, the biggest
problem so far is the hour mentioned above, as it happens to be a timeout
for the RPC call doing all of the work. As a first effort, bumping it up to
4h should work.
