What steps will reproduce the problem?
1. Have an existing watcher pause before performing a downgrade.
2. Downgrade a cluster, pausing the watcher for an hour.
3. Downgrade completes, unpausing the watcher.
Since we allow only one downgrade at a time, it would be better to leave
the watcher paused, preventing it from creating additional jobs between
successive downgrades.
