Note that by default, ganeti of 2.11 and above does not ship with
the global links in the sysconfdir. The reason is to allow you to
install the new version of Ganeti next to your already running one,
and automatically upgrade later,

To install the symlinks in the sysconf dir as well (e.g., if this
is the first install of Ganeti on a machine), specify the configure
option --enable-symlinks.
