A two-node cluster in which the master died is usually rescued by failing
over the Ganeti master to the other node.
Attempting to do that on 2.11 results in some warnings about inability to
contact the previous master, but otherwise succeeds, resulting in half a
Ganeti cluster.
The equivalent action on 2.12 results in an apparent success with the same
messages printed, but Ganeti master daemons will not be running, and cannot
run unless the --no-voting option is applied to both wconfd and luxi.
However, this is not obvious from the CLI utility output nor the wconfd or
luxi logs (they just die).
We should either make 2.12 behave as did 2.11, or at least show some sort
of useful error in the logs.
