Can you please provide more details on how you can reproduce this situation.
When reboot the secondary node of an instance then, I do get into the situation
that the disk state on the primary node is UpToDate/DUnknown. However, that
situation is reliably detected and fixed by 'gnt-cluster verify-disks'.
(Note that it is deliberate design choice of Ganeti that cluster verify
and cluster verify-disks are separate, independent, operations.)

Moreover note that DRBD8Status objects do not have an is_unknown field.

I'll have a further look into how disk activation is triggered and what
could be missed; but not being able to reproduce the issue it is hard to
come up with a solution.
