1. standard ganeti package install from ubuntu 15.10
2. init the cluster
3. ganeti-mond is run automatically

I can kill it and restart it and it will do it again.
It can still answer requests, eg:
# wget -qO - http://127.0.0.1:1815/1/list/collectors

Start in in debug & foreground mode doesn't show anything:
