If you look at the block of example JSON in question, you can see it's not in fact valid JavaScript: it contains "..."

It looks like Sphinx 1.3.5 got more strict about unparseable coe blocks: https://github.com/sphinx-doc/sphinx/issues/2264

Only Debian Stretch and Ubuntu Xenial and later uses Sphinx 1.3.5, so this hasn't showed up as a problem for us there.

I think the easiest fix would simply to be to wrap the "..."s in comments.
