The autotools are not backwards comptable.  You need to run the
versions specified in the README.CVSusers file.  I've just committed a
small change to bootstrap which allows you to install the necessicary
autotools with a prefix of ../autotools (relative to the monitor-core
directory).  I've been using this for quite some time.
