in protocol.x i've specified a data state value which expressed why the 
data was sent (time threshold, value threshold, one of the absolute 
thresholds).  this will allow us to only write to the round-robin 
databases when a value threshold has occurred.

there will be no 2.5.8.  the next release will be 2.6.0.  i won't give 
firm timeline because it's been back luck in the past but i know there 
are lots of people waiting and i want it out asap... a christmas gift? 
we'll see.
