and the opposite is also true (allowing a 3.1.x gmetad to pull data from a yet not migrated 3.0.x gmond cluster) which is a preferred temporary setup while upgrading as explained in the release notes : http://ganglia.wiki.sourceforge.net/ganglia_release_notes.
