Thanks Martin for reviewing this patch.  This patch still needs one more 
binding vote before it can be backported.  I would like to get this patch done 
and out of the STATUS file soon.  I know this is a rather large patch, but if 
any of those with binding votes could review this patch and either vote or 
comment, it would really help.  

Also just as a reminder, there are several backport proposals in the STATUS 
file that still need to be reviewed and voted on.  There are also some that 
have already received the required votes and are ready for backport.  It would 
be great to get the STATUS file cleaned up so that we have a better idea of 
where the next release of 3.1.x  stands.  If you have authored a backport 
proposal that has at least 2 binding votes, please backport the patch.  To 
those with binding votes, please take some time to review the outstanding 
proposals and vote.  To all those that don't have a binding vote, please follow 
Martin's lead and review and give us feedback on the current backport proposals 
anyway.  The more eyes we can get on these patches, the better quality code we 
can release.
