Thanks for the report. libexpat-devel is actually for openSUSE. expat-devel (for Red Hat derivatives) is simply missing, see: http://bugzilla.ganglia.info/cgi-bin/bugzilla/show_bug.cgi?id=234 I have added a backport proposal for the 3.1 branch so it should be fixed for the next 3.1.x release.
