Vlad,
I downloaded this agent and installed it on my Windows server. There are no 
config files anywhere that I can find and the only thing it asks for is the IP 
of the collector. I gave it the IP of the collector but it my gmetad on the 
ganglia server doesn't pick it up. Since there isn't any parameter file (or 
documentation) it doesn't seem possible to configure the send port.

There is really no new infrastructure to deploy. All you need is gmond 
3.2.0 on the receiving end and host-sflowd on Windows servers.

As far as reaching out to experts I haven't really seen much interest in 
fixing gmond for Windows.
