I'm not associated with ALU Wiki in any way, but one of the base ideas
of WIKI as a concept is that you first create the link, and then, some
time later, the page.  (At least that's what I've seen the most). 
CLiki (www.cliki.net) is an exception in providing you with a "Create
new page" button, but the general principle works there as well.

BTW, ALU Wiki used to be an instance of CLiki, so you've seen an
obsolete doc, I guess.
