Official projects are ones that are actually going and should be
ready for folks who just want to get started doing something. The
project page should tell you what needs doing and how to get started.
Proposed projects are ones that should be ready to be made official
but haven't yet, probably because the "Green Thumbs" who approve
projects haven't gotten around to voting yet or are waiting for some
improvements to the project description. Championed projects are ones
that have someone who's trying to get them going but which aren't
quite ready to be blessed as official CL Gardeners projects. If
you're interested in helping define a project, these might be good to
look at. And finally unchampioned projects are ones that someone
thought would be a good idea but which no individual has stepped
forward to champion. If any of these strike your fancy, you may want
to consider becoming a champion. Just add your name to the project
page under the heading "Champion" and move the project from the
Unchampioned to Championed section of the main projects page.

And of course there are all the not yet specified projects--if you
have an idea of something that we could do that would make Common
Lisp better, easier to use, or whatever, create a project page and
file it as appropriate.
