OK, here's where matters stand as of now:

I changed the name from Liberate dpANS3 to Project FreeSpec, since
that's really what we're after anyway and "liberate" can have some odd
meanings nowadays...  Anyway not a big deal, the existing list is
called libre-dpans3 which works fine.  I updated all the links to here:
 http://wiki.alu.org/Project_FreeSpec  If I decide to get REALLY
stubborn about the idea of a freely available spec I guess I could
start with the ISLISP spec, which is unambiguously free (and way
smaller than Common Lisp).

On a more concrete note, I now have what I believe is a complete
summary from the dpANS3 credits of the people, companies, and
organizations involved.  The only thing I didn't go through was the
Edit history, which is presumably a little more detail about who did
what.  It can and should be checked, but sometime other than late at
night. ;-) I suspect everybody is on the list.

Now the bad news - the list has 183 entries.  I suppose one might argue
that's a good sign in terms of coverage, since we know it took a lot of
people to bring off the ANSI effort, but that's a LOT of email :-/. 
Some of the contacts are fairly straightforward, at least in terms of
where to start, but some of the individuals could be fairly difficult
to track down.  (Twelve years will do that...)  If anybody is feeling
energetic they can check to see if someone they know has content in
dpANS3 and got left off the list, but I think the major players (and
probably a lot of the minor ones) are here.

I also posted a first pass at a draft letter.  Rough draft only!  I
don't know where to send it in any case yet, but I suppose its time to
start working on it.

That brings me to the issue of who should send the emails.  I know I
should really, since this whole circus is championed by me, but I'm
afraid many of the individuals (and probably some of the companies)
will ignore me as an unknown who is not serious.  How can we maximize
the chances that we will gain enough attention to get the responses we
need?  I would appreciate input on this point.

Anyway, the project isn't dead yet ;-).
