I'm not sure what exactly you mean by "straw man system", but what I'd
like to have is a place where a bunch of highly experienced Lisper hang
around to give their occasional comment about particular macros or
functions that are supposed to get added to The Standard Library, i.e. a
place with a good Lisp wisdom entropy.

     "Hi, I'd like to see the WITH-ALIEN-BRAIN macro from the AREA53
      package added. Here's its documentation string as of now: ...  What
      it basically does, is ..., for instance ... or ...  I find myself
      needing exactly this functionality now the fifth time, so I think
      it may be worth a shot. What do you think?"
