Closure is semi-dead - no-one active has access to the CVS repository (if there even is one). The code is also pretty complex and ugly in parts, so working on it is not easy. It would be nice to clean it up and restart development, though. Beirc, on the other hand, is not at all dead - it's actually used by some people, and the maintainers are still active in the community.
