I'm sure it appeared to be a dramatic loss but look at it another way.  The 
Black Forest is around 4,600 square miles which is around 2,944,000 acres.  If 
4,302 acres per year were harvested (per your numbers), thats 0.14%/year.  That 
does not even appear to be the years new growth.  
 
I'm sure other factors were contributing, such as logging and timbering for 
other uses.
