Dear Tom,
It appears from the response that they are adding emission equipment which is not an operator issue. It is not an engine operation from the nature of the emissions, i.e., particulate. Therefore, it is probably a two stage combustor which creates particulate emissions. Therefore, it is only loosely a gasifier in my dictionary. I would in fact, prefer to move them out of the gasifier regime because they cause real gasifier designs problems with the emission issue. A real gasifier does not have any emissions, is a fuel gas supply like a natural gas well. EPA states this clearly. I wonder why EPA stepped in? California has it's own air districts and I thought enforcement arms. Federal EPA funds California's plan.

Bill, As they say, "What does this have to do with the price of tea in China?" Industrial plants get fined all the time. It's usually a reflection of management rather than technology.
