That's been our experience as well. The process of putting together the grant application spurred us to do some worthwhile thinking about how we're approaching the challenge of converting biomass into fuel, but after reading the commentary from the review committee, I came away with the impression that they weren't ready to seriously consider any non-traditional utilization routes.

If someone is looking to convert, say, beetle killed trees into fence posts, that's something they can envision; converting forest waste to liquid fuels, not so much.
