Also, I think that Percy failed one or two tests, and don't recall him missing a UF game due to that reason.

That was the point that the NFL evaluator was making, that the NFL can look beyond a couple of screw-ups, but 4 to 6 positive drug tests sounds like an addiction, and that is an area

That said, I am not sure that it is possible to be addicted to THC, so maybe it was taken as a sign of overall stupidity, also a negative; right or wrong, the Dolphins sure suffered by missing Ricky Williams for a full year. That would have to evaluate my opinion of a player's worth.

Yes, it did cost Harvin. He was projected mid-late 1st round by most. Some thought he should have been top 15 or so. The Vikings picked him up in the low 20's that year like 21 or 22, I think. My memory is failing me. :-) He was the 3rd or 4th WR taken in the draft. I can't remember behind who. But, he was the offensive rookie of the year and a late pro-bowl selection. I think it was a victory for both parties. The Vikes took heat for that pick, but they believed they had a play maker and Coach Childress said at the time that he was the best player on the board and they didn't believe his failed drug tests were going to be a problem moving forward. Yes, it cost Harvin as well, he just didn't pay as much of a price as Hernandez did last week.
