I'd go a bit further and postulate that the optimal conference sizes are 9 (everyone plays everyone) or 12 (eligible for conference championship). 10 or 11 are just plain stupid, some teams don't play each other, yet there is no conference championship. So, assuming all stupid 10 or 11 team conferences move to 12; we need 3 teams to step up to the big leagues (formerly the PAC 10 needed 2 and the Big 10 needed 1; now the PAC 10 needs 1 and the Big 12 needs - or will need - 2).
