The rule says the student has to be in good standing at the university that they are transferring from, not in good standing from the team they are transferring from. The initial committee ruled that he was suspended from the team for a year. However, the university let him continue to take classes and graduate. You cannot graduate if you are not in good standing with the university. I think the committee will be reversed either by the appeal or by a civil court.
