I don't see how an educator can take that position. If there is a legitimate 
reason to limit transfers, where our concern is for the student, it is that you 
don't want athletes transferring multiple times because that makes it difficult 
to earn their degree. Most schools require that you earn half your credits 
there to be granted a degree. But if you have already earned your degree, then 
what are we worried about?

Where graduate work is concerned, it's incredibly naive to suggest that all 
graduate programs in the same field are the same. Graduate programs are much 
more differentiated than undergraduate ones, and a student may have a 
legitimate reason to study at a particular school because of the specialties of 
the specific professors. It really concerns me that the president of a major 
university doesn't seem to know this.
